About Us.
The Smarter Health Care Coalition represents a broad-based and diverse group of health care innovators, including consumer groups, employers, patient advocacy organizations, health plans and life science companies. Our goal is to leverage our combined perspectives and experiences to achieve smarter health care that improves the patient experience, particularly through integrating benefit design innovations and patient engagement within broader delivery system reform in order to better align coverage, quality, and value-based payment goals.
Founded in 2016, our Coalition builds off research and momentum sparked by Dr. Mark Fendrick of the University of Michigan Center for Value Based Insurance Design and Professor Mike Chernew of Harvard Medical School, and has grown to currently consist of a broad-based and diverse group of members.

Andrew MacPherson is a Managing Partner at Healthsperien, LLC, with nearly two decades of health care legislative and regulatory policy and political experience. As Managing Partner, Andrew leads a team of experts who specialize in developing in-depth legislative and regulatory policy strategies, analyses, and strategic advocacy and communications for a wide-range of health care organizations, including Fortune 100 businesses, national health plans, professional associations, issue-based coalitions, and not-for-profit providers.

Ray Quintero is a Managing Partner at Healthsperien, LLC, with nearly two decades in health care public policy, legislative, regulatory, grassroots advocacy, communications and political experience. Ray has led numerous multi-stakeholder coalitions aimed at improving our nation’s health care delivery and financing systems. Ray has a special emphasis on policy, business strategy, and political issues related to delivery system reform and stakeholder engagement to advance clients wide-ranging objectives.

Katy Spangler is a Principal at Spangler Strategies and brings over 15 years of experience working in Washington, DC navigating Capitol Hill, the White House, and the federal agencies. Katy possesses a deep knowledge of health care policy, successful advocacy, and diverse coalition building and works on a wide variety of health care issues, including preserving and strengthening employer-provided health coverage and promoting value-based insurance design and value-based payment reform.
